Purpose: To ensure
Missourians with disabilities have the opportunity to live, work,
play, worship, and be fully included in their communities.
Principles:
• Our communities benefit from the
inclusion of every individual.
• Segregation based on disability is
discrimination and a violation of the civil rights guaranteed to
each and every citizen of the United States.
• All citizens, regardless of their
abilities or disabilities, have a right to life, liberty, and the
pursuit of happiness.
• All individuals, even those with
complex medical or behavioral needs, can and are being served in the
community everyday.
• Evidence based best practice
supports the inclusion of people with disabilities in all areas of
community living; including, but not limited to, personal
assistance, education, employment, housing and transportation.
• Research (Gardner, 2003)
establishes the fact there are no increased risks related to health
and wellness, abuse, or safety when community affiliation, choice,
and self-determination are increased.
• Policies, programs and funding
mechanisms must assure equal access to individualized supports,
which enable individuals with disabilities to live in the
community. The money must follow the individual to eliminate
institutional bias.
